Adorable tutu-cartridge-pleated top layer made with your choice of several color palettes. It can be made as a separate layer for you to attach to a tutu, OR it can be made attached to an over-basque so that you can use it on top of an existing tutu and easily remove it to use the tutu for other things, OR it can be made attached to its own double-hooped tutu.  Includes three rows of ribbons.  

The ribbon candy top layer is always a 13-inch top layer.  any bigger becomes very heavy and hard for the dancer to move in.
